This kind of problem is not surprising, coming from Microsoft, but Steam shouldn't be selling games that don't work. Do they not test to see if their method of delivery works? Ridiculous.
Steam and give the new key?
-From the Library section, right-click on the game and select Properties from the menu.
-Select the Local files tab and click the Verify integrity of game cache... button.
-Steam will verify the game's files - this process may take several minutes.
-Once the process is completed, the Check Window will automatically exit.
After verifying the game cache, right-click GTA IV in your game library and choose to view the game CD key. This is the key to use in-game during activation.
But i still have the same Key...
