Why dammned steam support ignorate this?!
The same happens to me... Any solution?
A couple years back Rockstar Socialclub was made unnecessary for GTAIV so with that particular game you get a watered-down loading screen that requires no input in order to run the game, the problem is that the Steam version of the game has problems with it.
Find a copy of Rockstar Socialclub from online, preferably their own website, that way you get a recent version, install it and Bob is your mother's brother.

what it will do it will empty the game directory but the updated rockstar will be on verify the game 5100 files milssing it will say once downloaded it worked for me
1.verify game files
2.go to social clubs website and download their version of the client it is different then the one that comes with GTA4.
3.I dont know if this had anything to do with it but I went into msconfig-services and unchecked windows event log.
Hope this helps somebody else I know i was pulling my hair out for days on this.
