Overlay wont open in game
Title explains it, shift-tab does nothing and when i check processes in task manager, steamoverlay.exe isnt there

Also sometimes when I alt tab GTA4 crashes, sometimes

This happened to me once. Couldn't take screenshots, either. Did a little troubleshooting and found that I had changed some basic settings in the launcher/executable files while attempting to resolve compatibility/start-up issues many months prior. Can't remember what it was: admin rights, compatibility mode settings, etc. Anyway, when I removed those custom tweaks, the Steam overlay began working again, and I could finally take screenshots in GTA IV. Food for thought. Might help you isolate the issue.
