What to do when I get this message?

If you want to play the story, just choose to play off-line. You don't need to login to Social Club.

For multiplayer purposes:
Be prepared to spent some time and effort on this one if you want to play the multiplayer part of this game.

Keep spamming that Play button within the Social Club launcher! Eventually you'll get in.
Don't give up, it may take a ridiculous amount of tries and time. (YMMV.)

And once you are logged in, do not shut down the game, keep it active and look at the method to stay on-line described in this thread:

That way, you will stay logged in as much and as long as it is possible.

same problem. i can play offline which is okay. I don't really care about online which is almost dead

As I write this response, 613 people are actively playing this game (on Steam). That's... Not much...

Combine that relatively low number of active players with the trouble logging in to Social Club, and you've got almost empty multiplayer servers.

всё очень просто, у меня сработало сейчас. тупо закрываете steam полностью и запускаете игру через RGSC из папки с игрой. сразу всё подключилось и зашло, сейчас чуть поиграл
close steam and launch RGSC Launcher from steam\steamapps\common\GTAIV\RGSC

Yes... I've tried your method and it does not work for the SC fix, and it seems by all the things in the video you're doing that you're trying to fix the GFWL.
