game will not start even after reinstalling

Hi, GTA 4 has reffused to boot up for the last 3 days and It's insanity. I have installed the game twice in two days and have downgraded to 1070 with no luck. Steam says "running" for a couple of seconds before stopping with the game not launching after the social club login page.

Go into your windows gta 4 folder and right click the file GtaIV.exe. Click properties. click compatbility, then click disable fullscreen optimization.

See if you have this MS update KB4054517. Came out approx 13 Dec.
This was stoping my GTA4 and TBOGT from launching. Starts will black screen looking like it going to load then just goes back to desktop. This also stoped my Express VPN form working.
So go to installed updates and uninstall.
If it's working you will then need to block from reinstalling this using wushowhide.diagcab https://support.microsoft.com/en-us/help/3183922/how-to-temporarily-prevent-a-windows-update-from-reinstalling-in-windo

Yes. and disable high dpi scaling as well and check run as admin, start game fromLaunchGTAIV.ex as admin, once in the game you can bump up the graphics

if you reinstall GTAIV it comes with a patch for Windows live, in your directory folder Grand Theft Auto IV should be 2 sub directories, GTAIV and an Installers folder containing the GFWL update, look for XliveUpddate.msi and install, also make sure you have an Xlive acct you are logged into when you start the game

If you are running the game with script hocks i can't help you.
