How can I download and install LCPDFR after the latest patch 1.0.8.0?

You don't. The mod wasn't designed for this version. Best luck you have now is to downgrade to its compatible state and have a group of friends. I don't really see these mods getting updated again.

Some older mods still work but if they don't.. They break the game.. Alot...

I've been to the LCPDFR forum in search for an answer and what I've read is that you can either choose to downgrade GTA IV to patch 7 or wait for the developer of the scripthook plugin to update the scripthook.
