Late Checkout bug.
When I get up to the top and have to kill the diamond dealers and Isaac they're all three invisible, their characters are floating in the air (No T-Pose) in different areas and when I shoot where they're supposed to spawn (Where the red arrow's are) blood spurts out, I have quite a few mods but nothing that should effect this.

The Essential Stuff - Trainer, ASI Loader, Scripthook.
Realistic Handling
Exaggerated Blood
Three weapon mods combined into one.
(GRIM's mod pack, some weapons from UVP, Deagle Weapon Mod.)
A weaponInfo.xml change (Realistic damage)
CryEnb v3
TrafficLoad
Bigger explosions
UVP's sounds (It's a car mod pack that has sounds and weapons in it, so I added them and not the cars.)
First Person
Road Texture Mod

I believe that is all, I've been playing the entire story with no bugs like this, except on one occasion when I was driving full speed through The Triangle and a random ped that was floating in the air. I should add that these peds floating cannot be damaged and won't ragdoll.

Update: I believe it has to do with something like there's too many peds spawned, because now the more I look around, the rest of the enemies are floating and cannot be damaged as well, for example, if you go into the trainer and spawn a bunch of body guards, enemies, peds, etcetera, if you exceed a certain ammount the rest will just float, but I have no clue on how to fix this.

EDIT: I fixed it - it's either because I restarted my game or it's because I removed three mods:
Business Mod
Fuel Mod
Car Shop

I forgot to add these to the list because I never use them for this save.
So if you're running into this bug and you have those mods, just remove them before this mission and add them back afterwards if you want, but you may run into it again.

thats just how GTA IV modding is, you gotta keep playing round with it until it works
