I had another yesterday where I was being chased by the cops and i rammed a cop car into a wall and he then shot up into the sky.

Obviously those bugs should've been fixed long ago, but as it seems they never will, it's good to at least know the workarounds.
So there's this road south of Doherty (the Garage Catalina gave you), next to the Docks where you sell the 'acquired' vehicles), it's all the way down there.
One easy way to find it would be going to the tunnel next to Wang(?)'s Showroom (the car dealership just a bit west to the Old garage that you can buy after beating Car school), just turn right by the last tree outside the building, follow the short tunnel till get out, turn right and drive down to the road leading to the Gas Station where you meet Jethro - go the other way, heading airport. When you get to the part of the road where there's a slight slope upwards, also there are traffic lights there (I believe, well, it's a T-shaped interchange), going straight and you will fall below the road. And it's not just CJ and his vehicle, all movable objects (pedestrians, vehicles, crates, etc.) will fall 'no-clip' below that particular polygon of the road.
Come to think of it, it's easier just to go south from the Car School, down the slope, and follow the road till you hit the lights, turn right.
I mean it's normal to see this kind of things, certain parts of the map aren't properly set with collisions and you can get into/fall below the 'solid' surface. But I've never seen a whole road gone 'poof' before. Probably something corrupted the map data and caused it. Normally I solve it by deleting settings.data and restart the game, which I don't see how that'd help, but whatever.
