the downgrader does not work can someone help me

I just want to download saves so i can skip the stupid ♥♥♥♥ing flight school. the downgrader does not work for me. when i try to launch the new .exe it says im missing a vorbis.dll wtf is that. ♥♥♥♥ this gameeeeeeeeee

and btw the vorbis file IS on my comp it's right there in the same folder as the .exe
