All of the GTA games were on sale not too long ago. I guess it was because of the release of GTA V. I don't know when/if this will happen again. Your best bet is wait until the Steam Winter Sale.

There is a good chance it will be 75% off during the Christmas sale.

I would wait cause if you are patient you can get the GTA Trilogy which has Vice City, San Andreas and GTA 3 for 75% off, which would be 7.50 or so....
