Controller issues

After looking for all of 5 minutes apparently you need some 3rd party program or a mod in order to use a controller for this game. Why then, is there an option to use a controller in the options menu if it doesn't work?

Is it too much to ask to be able to play a game with a controller that was designed to play with a controller and has an option to use a controller without having to use some garbage 3rd party software?

When this game was released. Xinput did not exist. DirectInput was the industry standard. Also dual stick controlers were in there infancy especially on the PC....
