GTA refuses to start
I've been having a similar problem to a lot of other people (press play and icon turns green, then after a few seconds, goes back to blue) and no fixes have worked for me.

List of attempted fixes:

Deleting gta_sa.set
Running in compatibility mode for multiple versions.
Running as admin.
Updating drivers
Uninstalling and reinstalling.
Running the game from it's folder.

Any help and other suggestions would be greatly appreciated.

Do you have a multicore processor?

If so try the following:

-Start Steam.
-Open Task Manager.
-On the "Processes" tab right click on Steam.exe
-Select "Core Affinity" and uncheck all but one core (For arguments sake lets say its the last core)
-Launch GTA from your Steam Library.

The early GTA series hate multiple cores.

Be sure to reset Steam's core affinity when you are done playing.

There was no core affinity option, so, I doubt I have a multi core processor. If it helps, I have been able to start GTA once before, but now it refuses to play.
do you have any mods installed? if you do get rid of them.

No mods. Got the game, installed it, played it once about a month ago for around an hour, went to go play it yesterday and it didn't load. I'm running win 8.1, but as I mentioned, I did try a few different compatibility modes, and nothing.

I think I found a fix, goto your gta folder and launch the program "testapp".

I tried that already, sadly, and it has not done a thing for me. I can try again and I'll get back to you, but I just uninstalled it so it might take a while.

It's this type of ♥♥♥♥ that frightens me about upgrading OS's.I fire up my windows XP and every single game I have works without a problem(except Sleeping Dogs) I turn my Girlfriend's or my Dad's laptop with windows 8 and I can't get half my ♥♥♥♥ to work. This is rediculous, I'm staying with Windows XP until it stops working completely one day.

Oh and Just Cause 2 doesn't work with XP :P

Honestly, this is the first game that has had an issue for me, of the 120 or so that I've played on this system.

Also, I tried the testapp.exe again, and nothing.

I am also having a similar issue. Windows 7 though. I was able to open the game for about ten minutes or so, and I did it to get the initial settings for GE experience. I closed the game out and opened GE, then optimized. Since then I can't get the game to load. I've done everything to get this to load. My next step is contact rockstar.

Edit: Going back and redoing and reverting the settings in GeForce Experience I am able to get the game to load now. I still get a long black screen before the title screen, but the game is playable.
