I have the same problem, in the GTA SA too. Anyone know how to solve this problem?

What version of Windows are you playing it on?

Have you checked the in-game controller settings? Adjust them and it might sort your problem out.

Same problem
I have the same issue. I fix it by opening Steam in-game, (Default Shift+Tab), and then closing it, then my mouse seems to respond. If you don't want to use Steam in-game, I'm pretty sure that just Alt+Tab to desktop or another program then switching back works.

Or you could just download this user-made patch:

Press many times "esc". After you vack to game(from menu) try to move :)

Find the vice city .exe file located in your steam folder. Richt click properties, select compatibility and enable ,disable visual themes. This worked for me!

Just change you controller setting to standard settings instead of classic. It worked for me.

What I do is when I'm playing, I open the Task Manager (Ctrl + Alt + Del). Then I look for VC's process. It's called gta-vc.exe (under the processes tab). If you can't find it, go to the Applications tab, right click Vice City, and click Go To Process. On the process, right click it and click Set Affinity... By default, all processors are checked. Just click the top one saying that all processors are checked, and select any one (so that only one of them is checked). You have to do this every time you load up the game. Hope it helps; it did for me.

You can also download dinput8.dll on the internet and place it on your GTA folder, that will make that problem never happen again (if someone already mentioned it, sorry).
