VICE CITY IS BETTER BECAUSE
1. Way better story. The main character actually has a background and can speak. The story is just way better overall, and it's longer than GTA III.
2. More vehicles. There are helicopters, motorcycles, dirtbikes.
3. Best soundtrack in any GTA hand down. You get your classic 80's disco, and then you get your classic rock, and then you have the classic old school hip hop on WILDSTYLE. And there are even 2 hilarious talk shows on Vice City Radio too.
4. The map is just a lot better. Everything is on the radar, like ammunation is marked on the radar, which is almost never marked on GTA III's radar. You can actually pause the game and look at a full map of Vice City, which you cannot do in GTA III. And I also very much prefer GTA Vice Cities Atmosphere over GTA III's. There are classic art deco buildings, and every citizen looks like they're from saved by the bell. It's just designed very very well. Also the map is very easy to remember.
5. The little things, in Vice City you can own a mansion, and you can walk around in your mansion, you can dock a boat at your mansion's dock, you can fly a helicopter off your mansion's helipad that's on top of the roof. You can buy club's, like strip clubs and dance clubs. That you can run walk into. You can even buy your own movie lot. And there are missions for each of these properties. There's a mall that you can walk into, a golf course that you can hang out at (but you can't play golf). Overall there's just more to explore.
If you haven't made up your mind already, then I'd seriously urge you to buy Vice City instead of GTA III. They're both great games, but Vice City just has more to offer in every category.
