I buy grand theft auto 3 and open the game get this error please help me

have you tryed to use compatibility test ? right click the game .exe click on compatibility tab and try using win98 settings

I got that exception error and it was my bloody raptr program that jammed it - got rid of it and now it's working.

REVERT dep to default settings.and apply this.
