Cannot find 640x480 question

So I have seen some fixes for this problem saying go to properties and change the compatibility to windows 7, but I don't have a gta 3.exe file

i wanted to personally thank you silent, because of this patch i was able to play a game i had only heard about before. due to someone making a mistake at steam, i couldn't even install this game until i read posts from people like you who go out of their way in order to help make everyone else's lives easier. thanks for doing all of this for all those who still play this game
