I know there's been a lot of back and forth regarding the uncut/cut business for the Steam versions of GTA 3/VC/SA, so I thought I'd clarify this once and for all:
The Steam version of GTA 3 is the uncut international version, precisely the same one that was released in retail in Germany and the UK. HOWEVER - this same version reads your locale, keyboard and regional settings, and if it detects anything that suggests that you are in Germany, it will censor the game. The Steam version of GTA: Vice City is the uncut retail version. There were two versions released, a German one and a ROW one. The only difference between the two is the censorship - the German version includes the subtitles for all five languages.
The Steam version of GTA: San Andreas is an uncut version specially developed for Steam. The language is not selected from within the game, but rather from the Steam client. The original PEGI EU version allowed you to select from five languages in-game, the US version allowed you to select from three.
