So, while reading this, it is like if a paragraph was missing in .ini files
Look for Steam\SteamApps\common\red orchestra\system\redorchestra.ini
and paste that in it :

If it does not works, then delete the file and launch the game.
A new one will be created with default setting.

If it still does not works, tell us.

If we decompose steps :

1-You are at your desktop. Then click on Start/Windows button in shortcut bar
2-Then click on "computer" (for windows 7) or "working space" for windows XP (something like that. I currentrly don't use English version of my OS)

3-Double-click on the hard drive in which Steam is installed.

Case A : Steam installed by default

You will find Steam folder inside Program Files folder (windows XP) or Program Files x86 (windows 7) if I remember well. (If you don't find it there, check also the hidden folder called Program Data

Case B : Steam installed on a specific disk or folder

You should remember where it is.
If not, you can still look for a shortcut you have then right click on it,
then click on Properties
Inside Properties panel, check the sub page called Shortcut
You will have an option to open Steam folder called something like folder location

4-Then open Steam folder
then open Steamapps folder
then open common folder
then open red orchestra folder
then open sytem folder

If you decide to list files by name, you will easily find a file called RedOrchestra.ini

.ini files can be opened by the basic Notepad included in Windows.
