OT: download the gfwl marketplace client and login to it to make sure the software is up to date
Happend to me with Dark Souls.
Irritatingly roundabout and obscure, but this is Microsoft, need I say more?
Well, I have done that, did it months ago. I am currently logged into GFWL, I can even purchase stuff from the marketplace, so there is nothing wrong with my GFWL client or connection. I have uninstalled and reinstalled everything in accord with the instructions, I even installed Windows 8 in the meantime - I still get the exact same error about "network settings incorrect" I have followed the suggested fixes in the Steam forums, the Double whatsit forums, the Microsoft help site. Still cannot connect.
You need that to run the game. Thats not the problem - the game asks you to log in again to GFWL, even though the client is already running.
