launcher no work APB Entry point not found

getting an error trying to start APB with steam and with out. says GetSystemDEPPolicy could not be located in the DLL kernel.32

Windows XP 64 bit
4 gig ram
good vid card
60 gig ssd with onyl 2 games on it

Turned on DEP for all aplications. restarted. still nothing.must fix! what is DEP for anyway?

this DEP thing is to help against hackers, DEP needs to be turned off in order to inject the hacks, so this is why it needs to be on now in order to play the game

Run cmdprogram as administrator and type in bcdedit /set {current} nx AlwaysOn that should do it

Seems bcdedit is for windows 7 and higher. please tell me i dont have to upgrade to 7 or vista or any of those. i have not botherd with the forums on apb website yet to see if they know of a upcomming hotfix

okay after a quick review of microsofts website i found this for GetSystemDEPPolicy function
Requirements

Minimum supported client
Windows Vista with SP1, Windows XP with SP3 [desktop apps only]
going to atempt to update to sp3 and ill get back to yas

lets see i had to change ISP 's before i could play this game because it crashed my network hub they provided.
changed ISP's game played wesome for about a month.

Then started the locking up windows.
upgraded my vid card to a 560 or a 550
worked great for a couple months

windows started freezing up but could get back to windows without a hard reboot.
changed to xp 64 bit. played awesome for hours on end.

now DEP is implemented. apb wont even atemp to load because im on XP 64
its like the game dosent want me to ♥♥♥♥♥♥♥ play it. well screw you game! if you had flesh i would chuck my bowie blade at you.

have even lower, windows XP 32b and game runs find only downside is 2,3 mem

yeah you can with SP3. when i first started to play this game i could play on my old rig
now ive upgraded everything. but the 2-3 weeks ive been gone my clan disapeard
