Translation of NPC voices
Here are the NPC lines translated if anyone's interested. If I forgot one just tell me :)

When a guard starts being suspicious:
Qui va là ? = Who's there?
Comment ? = What? / Huh?
Il y a quelqu'un ici ? = Is someone there?
Identifiez-vous immédiatement ! = Identify yourself immediately. (does that translation make sense?)
Qu'est-ce que c'est que ce bruit ? = What's this noise?

When a civilian spots you:
Arrêtez-vous ! = Stop!
Ne me tuez pas ! = Don't kill me !
Oh mon dieu, oh mon dieu = Oh my god, oh my god
Au secours ! / A l'aide ! = Help!

When a guard spots you:
Mais j'vais te tuer ! = I'm going to kill you!
J'vais te tuer si je t'attrape ! = I'm going to kill you if I catch you!
Ah, j'vais le choper ! = I'm going to catch him!
Arrete-toi, voleur! = Stop, thief!
J'te tiens ! = Caught you!
Cours ! = Run! (yes, they try to catch you but tell you to run away...)
Stoppez-le bon sang! = Stop him, damn it!
Vous n'avez rien à faire ici ! = You've got nothing to do here! / You shouldn't be here !
Ne bougez plus! = Freeze!
Revenez! = Come back here!
Oh, te fous pas d'ma gueule toi ! ~= Oh, stop making fun of me! (really not sure about that translation, the meaning is basically "you should take me seriously")

When they lose you:
Ah, non, ce n'était rien. = Hmm, no, it was nothing.
J'étais pourtant sur d'avoir entendu quelque chose... = I was sure I heard something...
J'ai cru entendre un bruit dans le coin... = I thought I heard something over here...
Oh et puis zut. / Oh et puis tant pis. = Oh, I give up.
Ce n'était pas bien grave de toute façon. = It wasnt a big deal anyway. / It wasn't important
Mouais, ça devait être un chat. = Well, it must have been a cat.

When you lose a civilian's line of sight :
Y'a rien... = There's nothing here...
Ce devait être le vent. = It must have been the wind.
Hmmm c'est bizarre. = Hmm, this is weird.

Some civilians dialogues:
Elle me dit "Je suis à la maison", alors je lui réponds "Mais laquelle?" = She tells me "I'm home", so I reply "Which one?"

Je me suis acheté ma 5ème voiture aujourd'hui = I bought my 5th car today.

Avec toute cette argent nous avons de quoi racheter l'Afrique = With all this money we could buy Africa

Infecte! Quand je pense qu'ils appelent ça du Champagne ! = Disgusting! And they call it "champagne"?

Pardonnez-moi très chère c'est certainement le jet lag = Sorry dear, this is certainly jet lag

Ca vous dis de travailler dans le cinéma ? Je connais du monde. = Would you like to work in cinema? I know people [in the business]

Non je ne suis pas là pour très longtemps, je repars pour Los Angeles demain. = I can't stay for too long, I go back to Los Angeles tomorrow.

Dites-moi Jean-Hubert une petite partie de golf ça vous tente ? ~= Jean-Hubert, would you like to play golf?

Nous pouvons faire une balade en voiture si vous voulez, j'en ai 8 ! = If you want we can do a car trip, I have 8 cars!

Oh oui, madame Bétancourt est une grande amie, elle m'a offert une île. = Oh yes, Ms Bétancourt is a great friend, she gave me an island! (it's funny because of who Mme Bétancourt is in real life)

Je vous montre mon compte en banque si vous me montrez le votre. = I show you my bank account if you show me yours ;)

Ca me rappelle le jour où j'ai gagné le tournoi de mangeage de caviar ! = It reminds me of the day I won the caviar-eating tournament.

"Identify yourself immediately." makes sense indeed.

"Oh, te fous pas d'ma gueule toi!" could be translated as something like "Don't mess with me!" I guess.

If I ever catch anything in the game that isn't here, I'll translate it too

On Banque Albert it can be heard over the speakers in Spanish:
"Trenotel destino Paris saldrá de la vía 12 a las 19 horas."
"Trenotel with destination Paris, leaves platform 12 at 19 o'clock"

Thank you!! I know this topic is ancient but I need to seriously thank you for this. I've taken French before so I could understand most of what the NPCs said but there was this one line that my friends and I kept hearing as "Qu'est-ce que sexy boy?" and I could not for the life of me figure out what it was supposed to be, hahaha. Now I know.

What about the scientist/doctor saying "SKETCHA" or something when he attacks you, and the Agent saying "CHICHICHI SILLYHEART" when he attacks too?

I'm no expert, but I think it's Oh, te fous pas d'ma gueule toi. Notice the 'oh' part before the quote.
I would quite like the TV sounds translated.
