I resolved it by updating the Direct X on window 10

Can you provide this information for me:
1. What OS are you on?
2. Do you have the appropriate Direct X version installed?
3. Have you tried clearing the cache and/or re-downloading?
4. Are you subscribed to any workshop maps?

1. Win7 Professional 64bit (Build 7601)
2. Direct X 11
3. unsure what that means, i closed and restartet steam
4. any games on steam at all? haven't played monaco yet if that answeres the question

Same here with windows 7. Clicking the "Play" button on Steam to give Monaco a try isn't working.
