and all the people trying the game go directly for 5v5 so if i end up against them i own. even though i dont even know how to play the game to even call myself average.
and yes this IS a fun game. you just need to have partners to team up with
Most other people will be playing on a map, some of them doing things in the various preparation menus, quite a few might be in a different queue too.
There are also quite a few now that are groupping and doing "private" matches with 9 other people in order to have matches full of players.
Roughly, to have decent chances to find full 5v5 games at any time you queue, you would want at the very least 10 000 players actively in the the game at the same time, per mode.
All in all, the somewhat low player count dwindles as time passes, because more and more players grow bored playing only with bots and occasionnaly against either a single person or solo against a full 5 men team.
So the primary reason for the low player count is the low player count itself.
Sales and the likes won't really help, because most of the new people will stop playing after a few empty matches, and you won't get the player count high enough for it to start growing in numbers.
This is why many moba, and more generally multiplayer focused games, can fail hard, sometimes even with a high quality game.
This case has a lot of small things that don't help and made yet more people stop playing, or even never start, making the problem even worse.
If you were willing to have a game where it makes you wait until you get a full match, even if it had to take 1 hours (random high number), that might be something, but from experience from other games, it doesn't quite work either, because a lot of people will just quit the queue mid way, and other will be AFK for quite a while when all players are found, meaning everyone would be kept in the "lobby" where you choose your character, making at least a few uit too.
All in all there is no "good" answer to the problem, and trying to get sales here and there certainly are not the way to fix it, it will just make more people complain that they can't find other people to play with.
