Is there an issue with the character's facial expressions?

The characters heads (especially Alan's wife and that old man on the ferry) seem like they have real heads planted onto animated bodies. Is it just me or what? Seems kinda jarring.

The only time I noticed anything amiss with the facial animations is in that first scene with Alan's wife. Eeek! After that, nothing else bothered me. Idk if it's just because I knew not to expect much, had a better attention span than most people, or I just plain didn't care about it.

The game was never intended initially for PC, and development commenced back in 2003. When it was to be launched and compatible with XP SP2 OS, this placed a big restriction on the DX level and HLSL compilation that could be used, resulting in what may appear to be somewhat out-of date effects.
Considering the effects and quality of the graphics overall for the time of development and machine spec required (DX 9.0c) it's pretty well done.
