edit: tried out, even worse breaking power than the "S" button (since it's handbrake according to the controls menu)
It isn't a gamebreaking thing, but a bit poor design... especially if you think about that why is the vehicle stopping if you eject/change seats anyways? OK, there must be some engine breaking if you leave a car in gear, but that's not that powerful. Especially not more powerful then the regular break. (feel free to try it out, I tried it on stratis airfield looking at stripes as reference and braking from 100km/h with a hunter)
Also... talking about vehicles, too bad you can't exit a helicopter and leave the engine/rotors running. It can happen with ground vehicles if you eject, but that's all. (don't know how they changed this in the DEV branch)
edit2: if you press S and X at the same time it's the same braking power as the eject/change seat
