You are in no way getting that performance on those specs my friend unless you aint in no fire fight in which case its believeable only in single player never multplayer maxed out!. I have a far greater spec gaming pc than you and i achieve that fps rating on overclocked i7 3770K and a ASUS GTX TITAN! during multiplayer matches with some tweaked settings.
Multiplayer issies are ones which are common in any game of this nature and if no one comprehends this then im sorry but thats your personally downfall. You can not compare this game to others because ofthe sheer amount of resources it has to display at any given time not to to mention server hardware, connection speeds, mission optimization and a tonne of other stuff.

I am because the game is not that intensive if you know how to config it correctly. Also the FX 8350 provides the multi-core performance i need when playing ARMA 3. The Titan is overpowered as ♥♥♥♥ but this game is more CPU intensive than GPU intensive hence why i can get the FPS i can get. Drop 200-300 guys in the editor with me, itll drop to 40-50 fps.
I was talking singleplayer. I hold a solid 30 fps on multiplayer at 2300 view distance. Multiplayer was always buggy due to the Servers not being Bohemia owned. Your titan's and I7 should on singleplayer from a performance standpoint max the game with over 300-800 guys.
FX 8350 clocked at 4.2 ghz 8 cores unlocked.

I have foolish one, read again i said i get 30 fps solid with 2300 view distance. Its the singleplayer that has no issues, the game hardly takes any CPU power until you drop AI onto the map unless you're running a Yorkfield arch CPU.
To get better FPS on multiplayer the Servers need to be of better quality. Most of em are homemade servers running on internet beyond too slow to support a mil sim such as ARMA 3. Hell id need at least a 8000$ server to make ARMA 3 give a proper FPS and even then i can only gurantee 20 players max can have that (otherwise im pushing the server too hard)
Also if you havent notice which quiet clearly you havent almost every single multiplayer server resets EVERYONES view distance to 1600m by default. You need to mouse scroll and change this to have any effect as this overides all your personal settings. IF you dont believe me join a server mouse scroll and see the option either view distance settings or settings!. So you are playing at low view distance like everyone else and just getting a solid 30fps.
Also i have one high spec server and fibre optic 100MB (actual line speed @ 82mb) dedicated to arma 3 alone. I have tested and guess what the results are the damn same with very minute improvements over ever other server!.

*face palm* i run it at max, with X2 AA, X16 anti stropic, Shadows in medium, view distance set to 2600 for single player and 2300 for multiplayer(the ones that allow the change). On single i easily achieve with no AI in the map 60-70 fps, drop a few hundred AI i go down to 40-50 fps. On multiplayer i barely hold 30-35 fps thanks to the servers.
I am not pushing my hardware to the max, hence why i am able to achieve my frame-rates. Most people are pushing Ultra on hardware incapable of doing it.
CPU handles the AI, the physics, and just about anything needing extremely fast calculations which is quite intensive considering ARMA 3 is all real time and the island does not delete itself in Cell's as other games do so performance will take a bad hit because of this. ARMA OA suffered the same fate on release, people couldnt run it well due to out of date CPU's and GPU's. I had to upgrade my FX 8120 to this FX 8350 to achieve better performance overall through ARMA 3 as the 8120 was not cutting it
I wonder if the Titan is worth it these days. The GTX 670 is showing its age when you add too much tesselation into the picture.

You're using a 660ti and you're telling me i have no idea what im talking about? You're also using Gskill ram..... great job looking foolish my friend. Your rig must be sick mine is running it practically maxed out aside from shadows and view distance. Unlike yourself i can gurantee you're overheating the CPU. Fun fact my GPU has 33% more performance over yours when it comes to Mpixels/sec. I also have more memory bandwidth than you do around 34%
My card GTX Titan is silent as hell so it cant be used. Something is very wrong, need to get drivers from nvidia and amd and more support from dev on fixing framerate issue. PRIO 1 otherwise the game isnt playable, destroys the gameplay totaly!!
EDIT : Please fix the framerate issue and the game will rock the ♥♥♥♥ out of you!
