Top half of cutscene is cut out? Here's how to fix it
For people who are still struggling with this problem

Read this to see which file you need to delete depending on your OS version. For all intents & purposes Vista would have the same file as Win7. There also isn't one here for Win8, but with some google searching I'm sure you can find the file you need to delete on that.

How to delete the update:
1. Open your Start Menu
2. Type in update in the search bar
3. Click on Windows Update
4. Go to View Update History
5. Click on Installed Updates
6. Search through the list to find the appropriate file to delete (the one with the proper numbers)

This should completely fix the problem. Also if you ever see the file you've deleted pop up in a set of updates Windows Update wants to download, then I would strongly recommend you avoid downloading that file for the time being until things get fixed.

Lastly, to those of you reading this I'd like to ask that you pass on this info to anyone who has this problem and doesn't yet know how to fix it. Thanks & gl to you.

Thanks for the info, but I couldn't seem to follow your instructions.

I just went to control panel -> programs -> programs and features -> installed updates, then uninstalled KB2803821.

Np, & the instructions will be different depending on your OS and how those categories are setup on your comp. The most important part is that the person is able to get into their installed updates list and can find the file they need to.

I did this fix for a different game I was having the same problem with, but it is not fixing the problem with CSTW. Is there anything else I can do? I have Windows 7 and the update KB2803821 does not appear in the update list.

Chech for both file names and see if you have either of them on your computer. If you've already deleted the file but you're still experiencing this problem then sadly I don't know what the cause could be. Make sure that after you've deleted the file from your computer you hide the update so that your computer doesn't automatically re-download it by mistake.

Deleting the file off your computer should fix the problem so I would advise you to double-check everything just in case. Hopefully you'll be able to get things fixed. Best of luck to you.

I have this issue on win7 64bit, but neither of the updates appear in the update list or on my computer. Any suggestions?

If you have this problem then one of those files is on your computer for sure. I would suggest you check again to make sure you didn't accidently overlook it. The only way to fix this issue is to delete one of those files because they are the direct cause of the problem. I'm sorry but I don't know of any other way than this if you've already deleted the file but still have this issue.

Like I said though, please make absolutely sure because if you're having this problem then I guarantee it's because of one of those updates.

Thanks, found it. I was looking for Media Player updates for some reason, but it is listed under Security Updates

You delete the appropriate file on your computer that's listed in the link. Since you're using Win7 it should be KB2803821, so follow the steps to get to the list of your installed updates and you should be able to find it there. The file you want to delete should be listed as a security update, but I would suggest you look for the proper KB & numbers instead of trying to find it by the file name itself to avoid confusion or accidently deleting the wrong file.

ok i think i found it just to make sure this is it i screenshot it so just uninstall it? and will uninstalling mess up any thing it says security upadate just want to make sure if wount http://i.imgur.com/LhR3F9J.png?1

Yes, that is the correct file and no, there won't be any sort of negative impact for deleting it from your computer. Make sure that after you delete the file that you hide it so that Windows Update won't just download it again. If you don't know how to hide updates just search "how to hide updates" on Google and you should find easy instructions on how to do it.
