Fullscreen failed, mouse keeps popping out.

Usuing windows 8.1
The setting is on fullscreen, but for some reason everytime i start it up it failed to be on fullscreen and look like it is in windowed mode. After a while in game the mouse pops out and if I got too far iwth the mouse and click it goes back to desktop.
