The tsunami

Is this not the best bow if you don't care about ammo? It does the most attack damage that i've seen out of every other bow

The Phantasm fires 4 arrows at a time at nearly double the speed for only 10 less base damage. Not to mention that if you use it on single high health enemies (ie. Bosses) that it gains additional homing arrows.

With all the accessories that I have on the tsunami has 42 more damage is the phantasm still better in this case?

If you're talking about a single shot, I would agree with you. But DPS wise, the Phantasm would win

I can't say for sure, but with the same loadout of accessories I'm pretty sure the Phantasm would still win for DPS, but for single shot damage the Tsunami will win every time.

Phantasm is better. Never trust base damage alone. Not only does the Phantasm fire much faster, but it also shoots homing ghost arrows in addition to its regular shots that do a fraction of the normal arrow damage yet fire even faster than the bow's regular firing time. It outclasses the Tsunami for everything that the Tsunami can't kill in one shot.
