False, all he needs is to make a bigger pond. A better fishing rod catches better fish more often but a bigger pond also helps. The ideal size is around 300 blocks of water maybe 8-10 deep.
Did you just randomly found him on the beach, or did he already move into a house when you lost him?
From what I've heard a big enough fishing area removes the chance to catch junk. As for fishing rods the best option early option is the Mechanic's Rod sold by the NPC every few days. If you are lucky the Travelling Merchant will stock Sitting Duck's Fishing Pole when you have enough money. You can also make an okay early rod from Demonite Bars or Crimtane Bars.
I found him on the beach all the way at the end of my world. He was next to a giant lake. After a while it said he had left. I have been back there a few times and haven't seen him since.
When you found him, did you speak to him?
If you spoke to him, did you build him a room/house?
If you didn't build him a room/house, maybe you should do that, now.
The first time I found him he also left even with a free house. The good news is that he came back awhile later, so try and do some other stuff in the mean time.
Also that lake was likely the ocean.

I heard he was a ghost. "Sleeping" on the ocean, which is already a dangerous area (pre-hardmode) and just kinda floating seems pretty much impossible, even within the context of the game, so being a ghost seems pretty believable.
