You mean like the 20 or so NPCs you can already collect?
Since when did the Testificates in Minecraft chat and make friends with you, or a clan? Or are you talking about a mod?
So... Like what already happens in Terraria?
You can already make multiplayer villages and communicate with other people that way. Absolutely no reason to go through all the trouble of redesigning the game and making it bigger and more complex a game than it already is, merely so that NPCs can do what real players will still be able to do better.
There already IS an NPC that spawns with you. And he even kinda gives you some tasks to complete. As random text when you talk to him, he'll suggest you build a shelter, armor, and weapons, and gathering materials for even better gear. He'll also give you tips for attracting the attention of at least 9 other NPCs.
Structures already spawn in the game, and even if they didn't, it's part of the charm of the world to build for yourself. Half the time I play Minecraft, I turn off random structures because it gives too much stuff for "real" survival.
Please try to be more articulate when describing what you percieve as a potential new feature, so other people can get a good grasp of what you're looking for in the game and can draw conclusions as to whether or not they'd like it in their game. I've asked several times whether or not you mean something that already exists, as it fits the criteria you describe, and now it seems like you're backpedaling your answers.
