Report a translation problem
Try to run as admin, for some it worked. Also test if the game files are valid.
Most likely though something is wrong with your XNA or .NET framework, the setups are in the main terraria install folder.
if you still dont finding the file try uninstall and install in another place [Example: Docs>New File>Terraria]

Just checked BitDefender logs (my av software), and there's Terraria in the log, incorrectly listed as a ransomware app. Allowed it to be a "trusted app", ran it again... bam... now working on my PC, and same fix worked for the kids PC.
