There should be an uninstaller in the game folders,so if you have steam version it should be at steam/steamapps/common/EmpireTotalWar.

I just went through the same thing with this mod.
Although it appeared to install properly, it would throw an application error.

After searching the net, if you do not install in the expected C: drive location, it will just fail. There was one person who actually reinstalled his entire setup on C and it worked. Cannot vouch for that since I decided to just uninstall, but the ran into the same problem you faced - uninstall from the control panel or the program itself will not work. Even better, when you return to vanilla the ETW program will not start period. Had to uninstall ETW and wipe out the ETW files completely off my hard drive, along with DME (which works perfectly BTW). Now many hours later rebuilding my setup. ETW vanilla launched fine, have to download and reinstall DME.

If anyone else has had a more positive experience or solution, chime in.

Hard drives and flash drives are cheap and everyone has some of both lying around. Put one to use by making a complete copy of your main game folder prior to installing mods. At any time you can very literally delete the game folder manually, empty the recycle bin, paste back in a copy of the original, verify files, and you are done. Even should something update along the way which it should not any longer, verifying files will correct the issue to current and it will still launch perfectly vanilla again.
