I 100% agree.
It sounds like you might have the “Quality” setting set to 100 when you are using “Save As...”. Since JPG is an inherently lossy format, it's impossible to have a JPG saved out at a true "100% quality"; we took the JPG option out of the dropdown when 100 Quality is selected so as to not mislead.
If you change the Quality setting to 99 or below then the JPG option will be available again

I don't know why it took me three months to notice this comment, but thank you! Reducing the quality from 100 to 99 is definitely easier than opening it in a different program just to convert it.
